ITEM(S) SUBMITTED FOR APPROVAL

1.   Approval of Interlocal Agreements with Property Appraiser and Tax Collector defining responsibilities and for reimbursement of expense associated with the Black Creek Hills Subdivision Water Treatment Plant MSBU. These two agreements must be entered into pursuant to Sections 197.3632 and 197.3635, Florida Statutes. They are similar in form to the agreements utilized in the past for other MSBU's. (M. 2.   Approval of State Aid to Libraries Grant Award Notification FY 2010/2011. (A. Weeks)  
 
3.   Approval of First Renewal to Bid #09/10-11, Micro-Surfacing, to Asphalt Paving Systems. This bid, which provides micro-surfacing on roadway surfaces, effectively extends the bid with no increase in cost for a one year period. Funding Sources: 001-3701-546100 & 305-27-563000 (K. Thomas)
 
 
4.   Approval of First Renewal to Bid #09/10-8, Crushed Concrete Material for Road Base, to SET Materials, Inc. This bid, which provides crushed concrete materials, effectively extends the bid with no increase in cost for a one year period. 5.   Approval of First Renewal to Bid #09/10-6, Fill Dirt, to B & M Construction. This bid, which provides fill dirt for road repairs, effectively extends the bid with no increase in cost for a one year period. Funding Sources: 101-3701-553000, 101-3701-546100 & 305-6005-563000

6.   Approval to participate in the Hardest Hit Fund Program. This program is designed to assist distressed home owners in avoiding foreclosure. It is a fee based service that would not require funding from the General Fund. There is no application process required of the County. The County would sign up with Florida Housing as a participant instead. A separate funding account will be set upon approval of the Board. (B. 7.   Approval of Amendment to Agreement #09/10-207 to reallocate FY10/11 funding to Clay Behavioral Health Center for Adult Drug Court. The total amount ($195,988.00) of the contract will not change, only the allocations for funding in certain categories.

8.   Approval of Amendment to Agreement #09/10-208 to reallocate FY10/11 funding to Clay Behavioral Health Center for Dependency Drug Court. The total amount ($190,635.00) of the contract will not change, only the allocations for funding in certain categories.

9.   Approval of Agreement with the City of Jacksonville to facilitate Clay County’s use of equipment purchased under Urban Area Security Initiative Grant for Portable Radiological Monitor equipment for the Clay County Hazardous Materials Response Team. 10.   Approval of First Amendment to Agreement #10/11-18 with Michelle Walker Lee, Mediation-Arbitration Program Coordinator, to increase the salary from $17.75 per hour to $19.75 per hour and to provide for a successor to the supervising judge.
