1.   Discussion Regarding Revisions to PS-2 (Private Service District)  
  Staff received a rezoning petition from the owners of an existing dog park. The dog park property is zoned PS-2. The applicant requested a rezoning to PS-3 for the purpose of constructing an animal clinic adjacent to the dog park.

Animal Clinics are currently allowed within the PS-3 zoning district which is a zoning district that allows uses related to health care services.  Not only does the PS-3 category allow hospitals and related medical facilities, it also permits detention centers, drug abuse and alcohol treatment facilities, and institutions for the insane.

The PS-2 zoning district allows uses associated with social services, retreat facilities and open space amenities.  Permitted and conditional uses include clubs and lodges, golf courses, parks, dog parks, and shooting ranges.

Animal clinics are more consistent and compatible with the uses allowed within the PS-2 zoning district.  For this reason, staff is requesting a change to PS-2 to allow Animal Clinics as a conditional use.  The change would also include a revision to provide for existing animal clinics zoned PS-3 to continue lawfully.  All future requests for animal clinics, however,  must petition for rezoning to PS-2.
 
2.   Discussion Regarding Clay Hill Neighborhood Overlay District Design Guidelines
 
 
  The CHCA requested that Clay Hill be considered for master planning in March 2007. In January 2009, the CHCA Executive Committee sought consensus from CHCA to develop design standards for commercial properties in order to preserve the agricultural and rural character in Clay Hill. Citizen input was sought for a special design district and architectural style. The CHCA expressed their support of the rustic, Florida Vernacular or Cracker style. Neighborhood concern was expressed for the expansion of metal warehouse type buildings along the corridor, the glare and excessive illumination that had occurred and the size and style of signage. CHCA requested Clay County Planning and Zoning assist in preparing their design guidelines for consideration. CHCA has reviewed the proposed Design Guidelines and presented them for consideration in a Community Meeting March 15, 2010.

Proposed District:
1. The proposed district is along the frontage of CR 218, US 301 and CR 217.
2. Only non-residential property is proposed to be regulated, and only those parcels within 600 feet of CR 218, US 301 and CR 217.

Design Guidelines
1. Florida Vernacular “Cracker” Style
2. Guidelines address:
 
a. scale,
b. massing,
c. building articulation,
d. roof pitch,
e. windows,
f. entrances, and
g. building orientation.
3. Key features include gabled or hip roof systems, porches, a consistent line along the eave, and symmetry.

Signage
1. The recommended sign standards are consistent with the Branan Field Master Plan.

Lighting
1. The recommended lighting is consistent with the Branan Field Master Plan.
