2. Approval to record St. Vincent's Sidewalk and Drainage Easement in the name of Clay County for the placement of sidewalk along the front of the St. Vincent Hospital and for Drainage unrelated to the project. (S. Thomas)
 
3. Approval of Amended Grant of Drainage Easement from Glenn W. and Tamara J. Forhan, as individuals and Glen W. Forhan as trustee of the Glenn W. Forhan Declaration of Living Trust, to facilitate the relocation of drainage lines as described on the attached survey map.

Approval to post notice of intent and to award Bid No. 11/12-7, Dowling Road Paving Project, in the amount of $468,201.35; and approval of accompanying contract with Sayar Enterprises, Inc. dba Southern Development Corp. Approval will be effective after the 72-hour bid protest period has expired, assuming no protests are received. Submittals are available for review in the Purchasing Division. 5. Approval of Agreement with First Coast No More Homeless Pets as a Sole Source Provider, to provide spay/neuter services at reduced rates for dogs and cats belonging to Clay County residents that qualify for low income assistance. Funding Source: 001-2801-552600
