NOTICE OF PUBLIC HEARING BEFORE THE PLANNING COMMISSION

The Provo City Planning Commission will hold a public hearing on Wednesday, March 23, 2011, at 5:00 p.m. in the Municipal Council Chambers of the Provo City Center, located at 351 West Center Street. The items listed below will be discussed, and anyone interested is invited to attend and provide comment. Preceding the public hearing, a briefing will be held at 4:30 p.m. in the Community Development Conference Room, located at 330 West 100 South. The briefing is open to the public; however, formal presentation of items, public comment and actions will be reserved for the public hearing at 5:00 p.m. in the Municipal Council Chambers.

ITEM 1* Nolan Butters requests a General Plan Map and policy text amendment changing the designation R (Residential) to A (Agricultural) for property located at 589 N. Lakeshore Drive. Lakeview South Neighborhood 10-0002GPA

ITEM 2* Brian Snelson requests a General Plan Map and policy text amendment changing the designation R (Residential) to C (Commercial) for property located at 4878 N. University Ave. Riverbottoms Neighborhood 10-0001GPA

ITEM 4* Doug Pickup and Jade Koyle, representing the Provost Neighborhood Group, requests an amendment to the Provo City Master Street Plan regarding construction and location of a proposed street along the south and west property lines of the Utah State Hospital generally located at 1300 E. Center Street in the PF (Public Facility) zone. Provost Neighborhood. 10-0001S

ITEM 5* Provo City Municipal Council requests a General Plan Text amendment to the Slate Canyon General Plan. Provost and Provost South Neighborhoods 10-0003GPA

ITEM 6* Nuskin Enterprises requests approval for the Nuskin Innovation Center, a 6-story office building generally located at 105 W. Center Street within the CBD (Central Business District Commercial) zone. CBD Neighborhood 10-0061PPA. The following actions are requested:
 Staff Report - Item 6
(a) Final project plan approval for a 164,600 sq. ft. office building on approximately 5.0 acres of property;
(b) Conditional use permit approval to allow an awning to encroach into the public right-of-way along Center Street; and
(c) Conditional use permit approval to allow a reduction up to 50% in the number of required off-street parking stalls.


Items noted on this agenda with a star (*) require a public hearing and legislative action by the Municipal Council. The Council hearing dates will be noticed 14 days prior to the Council meeting in the legal notices of the Daily Herald. Items on this agenda without a star (*) are administrative and require the approval of only the Planning Commission. Decisions on the unmarked items may be appealed to the Board of Adjustment by making application with the Community Development Department by 6:00 p.m. within 14 days of the Planning Commission decision.

Copies of the agenda materials, public hearing procedure, and staff recommendations are available the week of the hearing at reasonable cost in the Community Development office between the hours of 7:00 a.m. and 6:00 p.m., Monday through Thursday. Agendas and staff recommendations are also generally available on the Provo City Community Development web site the week of the meeting at http://provo.org/commdev.boards.html (click on Planning Commission).
