ITEMS SUBMITTED FOR APPROVAL

1.   Approval of staff's recommendation to add The Flanagan Companies, Inc.; Southern Exteriors; and Bernard Development, Inc. to the existing Neighborhood Stabilization Program Contractor Rehabilitation Services pool of contractors. Staff’s evaluations of the submittals are attached hereto for consideration. Submittals are available for review in the Purchasing Department.

2.   Approval, pending review, of an Agreement with Tracker Software for GIS-Integrated Asset Management Software (PubWorks) for the Public Works Department, in the amount of $71,550. Approval as a sole source for reasons stated is also requested.  This approval is also pending the approval of necessary budget transfer requests following.

3.   Approval of the following budget transfers between cost centers, but within the same fund. These transfers are needed to allocate funds necessary to purchase GIS-Integrated Asset Management Software (PubWorks) for entire Public Works use.
  • Budget Transfer #10-181 in the amount of $10,300.00 from Public Works Department, Mosquito Control Division to Public Works Department, Streets & Drainage Division. Funding Sources: 101-3709-Various
  • Budget Transfer #10-182 in the amount of $29,400.00 from Public Works Department, Traffic Operations Division to Public Works Department, Streets & Drainage Division. Funding Sources: 101-3711-Various

4.   Approval of advance payment to 911 Direct for the purchase of Dispatch Console Furniture.

5.   Approval of Budget Transfer #10-184 out of contingency in the amount of $99,395.00 to allocate funds necessary to purchase furniture for the Emergency Operations Center (EOC). All current furniture in good condition will be moved to the EOC for use.

6.   Approval for the Clay County Sheriff's Office to apply for the following grant funding:
  • Florida Department of Law Enforcement, Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $94,777.00. These funds will be used for the Clay County Drug Task Force composed of the Clay County Sheriff's Office and the Green Cove Springs and Orange Park Police Departments.
  • U.S. Department of Justice, Edward Byrne Memorial Justice Assistance Grant (JAG) in the amount of $74,844.00. These funds will be used to purchase hardware and software to further technology for the Clay County Sheriff's Office and the Green Cove Springs and Orange Park Police Departments.
  • COPS Hiring Recovery: An application for this program was submitted in 2009 and automatically renewed in 2010.
  • Bulletproof Vest Partnership
  • State Criminal Alien Assistance Program (SCAAP): Awards for this application are based on available funds.
  • Internet Crimes Against Children (ICAC) Project: Application was submitted on May 19, 2010.
