19.   Approval of Lease Agreement with the Clay County Council on Aging, Inc. (COA). This agreement is contingent upon receiving COA's contribution to the Green Cove Springs Senior Center Project (Bid No. 10/11-12) in the amount of $455,149.75. The attached agreement is subject to changes/modifications following the COA's review of the agreement, in which case a revised agreement will be provided at the Board meeting.  
 
20.   Approval of Budget Amendment #11-130, and Resolution, in the amount of $455,149.75 to record unanticipated revenue received by the Clay County Council on Aging. The funds will be used in the building of the new Green Cove Springs Senior Center. Funding Source: 305-305-366000  
 
21.   Approval to award Bid No. 10/11-12, Council on Aging Senior Center to the lowest responsive bidder, Arellano Construction Co., in the amount of $2,340,400.00. The recommended bid award amount includes the award of the base bid and bid alternates 1, 4, 5, 8, and 10. Award is contingent upon receiving the Council on Aging's contribution to this project. Approval will be effective after 72 hour bid protest period has expired and assuming no protests are received.
