  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]
 
  2. Recognition of the City of Allen's Code Enforcement Division as the Recipient of the 2011 City Government Award, from Keep Texas Beautiful.
 
  3. Presentation of Annual Report by Gene Autrey, Vice Chairman of the Board of Adjustment/Sign Control Board/Building and Standards Commission.

Approve Minutes of the June 28, 2011, Regular Meeting.

Adopt a Resolution Approving the Name Change of the Arts of Collin County Commission, Inc. to The Arts Center of North Texas and Approving Amendments to the Certificate of Formation (Articles of Incorporation) and By Laws to Effect the Name Change.

Authorize the City Manager to Execute a Facilities Agreement with Standard Pacific of Texas, Inc. and Ridgeview Cumberland, Ltd. for the Relocation of a Water Line along Ridgeview Drive.
