  1. Citizens' Comments.  [The City Council invites citizens to speak to the Council on any topic not on the agenda or not already scheduled for Public Hearing. Prior to the meeting, please complete a "Public Meeting Appearance Card" and present it to the City Secretary. The time limit is three minutes per speaker, not to exceed a total of fifteen minutes for all speakers.]

Approve Minutes of the July 12, 2011, Regular Meeting.

Authorize the City Manager to Execute a Purchase and Sale Agreement with P. Bush Elkin Property Company, Ltd. for 7.45± Acres of Ridgeview Drive Right-of-Way and 24.25± Acres of Parkland in the Amount of $5,351,078 plus Closing Costs.

 
  6.

Authorize the City Manager to Execute a Purchase and Sale Agreement with Fellowship Christian Center Church for 3± Acres of Parkland in the Amount of $119,700 plus Closing Costs.

 
  7.

Receive the Proposed Fiscal Year 2011–2012 City Budget and the Proposed Fiscal Year 2012–2016 Capital Improvement Program.

 
  8.

Receive the Summary of Property Tax Collections as of June 2011.
 
  9. Receive the Capital Improvement Program (CIP) Status Report.
