1.   Approval of Budget Amendment #10-266 & Resolution in the amount of $54,885.00 to record unanticipated revenue from State of Florida, Department of Financial Services, State Homeland Security Grant Program per signed Agreement/Contract #09/10-47. 2.   Approval of Budget Transfer #10-276 in the amount of $60,000.00 to allocate funds in County Attorney's legal account to cover legal fees for Department of Military Affairs vs. Clay County. This transfer is out of contingency, but within the same fund.

3.   Approval of Budget Amendment #10-280 and Resolution in the amount of $61,524.00 to record unanticipated revenue from the State of Florida, Division of Emergency Management, Emergency Management Performance Grant (EMPG) Program. Funds are to be used to assist Clay County Public Safety with the enhancement and sustainment of its All-Hazards Emergency Management capabilities. Funding Source: 001-001-331209 (K. Zebraski)  
 
4.   Approval of Budget Transfer #10-281 in the amount of $1954.60 to allocate funds from Risk Management/Safety Division to pay for lightning strike damage that occurred to computer equipment and hardware at the Public Safety Office. 5.   Approval of Budget Transfer #10-282 in the amount of $32,500.00 to allocate funds for severance benefits. This transfer is between cost centers, but within the same fund.

6.   Approval of First Renewal to Bid #06/07-48, Uniform Rental and Service, to G & K Services. This bid, which provides uniform rental and service, effectively extends the bid with no increase in cost for a one year period and provides a 5% discount on all catalog products. 7.   Approval to apply for the Florida State Aid to Libraries Grant Program for FY 2010/11 and approval of the grant agreement document (see attachment). There is no fund match required for this grant and the amount of the award will be determined by the State of Florida at a later date. All grant funds received must be expended in compliance with State Aid Grant Program rules. (A. Weeks)  
 
8.   Approval of an Agreement with Google for email services for the Library Division in the amount of $3,250.00. Additional approval to waive the Purchasing Policy as it may apply, as Google will not sign our Standard Addendum or agree to any modifications to the contract language. Staff recommends approval of the agreement without any modifications.

9.   Approval of Renewal of Contract #08/09-151 with SIRSI/Dynix in the amount of $28,671.57 to provide hardware and software support for the Library Division’s automated systems. Additional approval for advance payment and as a sole source provider is sought.

Approval of a three year Agreement with SIRSI/ Envisionware for proprietary software for all library facilities in the amount of:

  • $5,644.00 year 1 maintenance and support
  • $1,199.35 year 2 annual software maintenance
  • $1,199.35 year 3 annual software maintenance

11.   Approval of an amendment to the Adult Drug Court Agreement with Clay Behavioral Health to re-allocate their funds for FY 09/10. The total amount of the $195,988.00 agreement did not change. Funding Source: 134-1067-531000 (D. Moore/B. Johns)  
 
12.   Approval of an Agreement and the accompanying Resolution with the Florida Department of Transportation authorizing construction of a sidewalk on Doctor’s Lake Drive from Birdwood Drive to S.R. 224/Kingsley Avenue. The project will be funded entirely by FDOT.

14.   Approval of State of Florida 2009-2010 Homeland Security Grant Agreement not to exceed $69,295.00. This grant is a federally-funded sub-grant with funding on a reimbursement basis to be used for hazmat and special operation team expenditures. (L. Mock/B. Johns)  
 
15.   Approval of Interlocal Agreement between the BCC, the Clay County Sheriff’s Office (CCSO), and the Clay County School District for Safety and Education Articulation for School Year 10/11. This agreement will provide $450,000.00 in funding from the School Board to the CCSO, through the BCC, in exchange for youth resource officers at specified schools.

16.   Approval of Resolution Authorizing Participation in a Regional Planning Assistance Program for FY 2010/2011 in the amount of $75,704.04. This request is contingent upon FY 10/11 budget approval. Funding Source: 001-0100-554000 (F. Behring)  
 
17.   Approval of an Agreement with Village Key and Alarm for Monitoring and Maintenance of Security and Fire Alarm Systems in County owned buildings. This agreement will piggyback pricing from St. Johns County Bid No. 10-52. See Price List for rates.
