3.   Staff has proposed an ordinance that will update the regulations currently in effect for the Construction Trade Qualifying Board so that the Code does not conflict with the remainder of the County Code.  
  Historically, Clay County has issued contractor licenses to local contractors who do not wish to seek licensing from the State of Florida. The County’s licenses are accepted by the neighboring and outlying Counties, and Clay County reciprocates with those Counties that behave likewise.
However, in order to issue these licenses, the County must have a Construction Trades Qualifying Board, consisting of representatives of the varying practicing trades that are being licensed. This Board evaluates claims that are made against licensees for violations of the terms of their licensing, and can take action in accordance with County Code.
If this Board were not in place, then the County cannot issue licenses, requiring that all contractors re-license with the State of Florida, which would require a further investment of considerable time and monetary resources.
This ordinance will simply update the County’s Code surrounding the Board, and bring everything up to date with State requirements.
 
4.   Discussion of an MSBU Policy to allow the paving of public or private roads with the costs for those projects being borne by those directly benefit from them.  A more detailed policy will be brought to the BCC that addresses any changes that are desired to the outlined policy here.  
  The Board has directed staff to develop an acceptable MSBU policy that will allow for the streamlined creation of MSBUs that will fund the paving of graded roads.  Staff has met with staff from Marion County, which has a very successful MSBU program, and has folded many of their policies into the proposed policy that is outlined here.
 
5.   Discussion regarding revision to Article III, Zoning and Land Use, to amend the Conditional Use section relating to Fences  
  At the direction of the County Manager, as requested by Commissioner Robinson, an ordinance to consider amending the Conditional Uses section of the Code relating to Fences is being proposed.  The proposed ordinance would:

1)  increase the allowable height requirement for fences in front yards from four feet to six feet; and

2)  delete the requirement that fences in front yards be constructed of wrought iron, aluminum, or pvc/vinyl with pickets no wider than one inch and openings between picket at least three inches apart.
