    1. Approving - the minutes from the meetings of January 12, 2016. (No Fiscal Impact) Recommended by the City Clerk.
  4. CITY COUNCIL CONSIDERATION ITEM:
    1. Consideration - of Fiscal Year 2015-16 Mid-Year Budget Review with recommendations for new appropriations amending the current municipal budget. Resolution No. 16-9 for adoption. (General Fund) Report by Karan Reid, Director of Finance, and Janell Hampton, Budget Officer.

      Staff recommendation: Hear the report, take public testimony, adopt Resolution No. 16-9 amending the current Fiscal Year 2015-16 budget.
  5. CITY COUNCIL PUBLIC HEARING:
    1. Consideration - of amendment to the Zoning Map from RS-7 (Single-Family Residential 7,000 square foot minimum lot size) to RL (Residential Low Density) as requested by Zheng Tan for a Tentative Subdivision Map, Design Review, Minor Exception, and Tree Removal for eight single-family homes at 1890 Risdon Road; APN 147-350-003. Resolution No. 16-8 for approval and Ordinance No. 16-425.1 for introduction.

      Staff recommendation: Pursuant to the California Environmental Quality Act (CEQA), an Initial Study and Mitigated Negative Declaration (MND) and a Mitigation Monitoring and Reporting Program (MMRP) were prepared to ensure compliance with the mitigation measures identified in the MND. The MND and MMRP were distributed for public review and the 20-day comment period began October 6, 2015 and ended October 26, 2015. The Draft MND determined that although the proposed project could have potentially significant impacts on Biological and Cultural Resources and Geology and Soils, mitigation measures incorporated as part of the project’s design or as conditions of approval would reduce the potential impacts to less-than-significant levels.       This item is continued to a later date to allow time for minor modifications to the resolution.


    CITY COUNCIL SITTING AS THE LOCAL REUSE AUTHORITY

  6. LOCAL REUSE AUTHORITY CONSENT ITEM:
    1. Approving - a Master Agreement for Professional Services to provide municipal advisory financial services related to the Area Plan for the former Concord Naval Weapons Station with Fieldman Rolapp & Associates not to exceed $40,000 for Stage 1 Scope of Services; and authorizing the City Manager to execute the agreement. (Funding will be provided from a loan to the Local Reuse Authority (LRA) from the General Fund).
