    Staff Recommendation: Adopt the Consent Calendar as recommended.
    1. Approval of minutes - of the meetings held February 23 (revised), March 2, March 9 and March 10, 2010.
    2. Approving - the Resolution of Intention to form an underground utility district on Market Street from Willow Pass Road to the riser pole north of the driveway entering parcel 126-281-010, and reset the Public Hearing on this matter for Tuesday, April 27, 2010 at 6:30 p.m. in the Council Chamber. Resolution No. 10-19 for adoption. Recommended by Director of Public Works and Engineering.
    3. Approving – the reappointment of Robert Barnes to serve as the City of Concord's representative to the Contra Costa Transportation Authority, Citizen's Advisory Committee (CCTA-CAC) for a two-year term ending February 28, 2012, coinciding with the term set by CCTA-CAC. Recommended by City Clerk.
    4. Approving – Approving – an agreement with John Muir Health to allow temporary parking for 40 vehicles within a specified area within the Baldwin Park/Senior Center parking lot for a six month period at a rate of $1,600/month, with a possible month to month renewal thereafter; and authorize the City Manager to execute the agreement. Recommended by Director of Community and Recreation Services.
    5. Matter to be set for Public Hearing – on Tuesday, April 27, 2010, at 6:30 p.m. in the Council Chamber – to consider an appeal of the Planning Commissions decision to deny a one-year extention for a Use Permit Amendment, Variance, and Tree Removal Permit at Clayton Gardens Apartments, 4220 Clayton Road, as submitted by Frank Hickman, Clayton Gardens Apartments and Goldrich & Kest Industries, LLC. Recommended by City Clerk.
    6. Awarding – a construction contract in the amount of $102,500 to Gametime, Inc. for Project No. 2151, Shade Structure at Hillcrest Park. Recommended by Director of Public Works and Engineering.
  1. CITY COUNCIL PUBLIC HEARING
    1. Consideration - of a City-initiated amendment to the Concord Municipal Code concerning a Floodplain Management Ordinance proposing to repeal Chapter 34 in its entirety and adopt a new Chapter 34, updating standards for consistency with the California Model Floodplain Management Ordinance for Noncoastal Communities. Ordinance 10-1 for introduction. Report by Libbey Bell, Interim Current Development Manager.

      Staff Recommendation: Hear report, take public testimony, introduce Ordinance No. 10-1 by reading of the title and waiving further reading.

JOINT CITY COUNCIL/REDEVELOPMENT AGENCY

  1. JOINT CITY COUNCIL/REDEVELOPMENT AGENCY CONSENT ITEMS
    1. Approving - an agreement with Seifel Consulting in the amount of $220,000 for plan adoption services for the Concord Community Reuse Redevelopment Area; and authorizing the Executive Director to execute the agreement. Recommended by Director of Community Development.

    1. Direction - to staff to address multiple issues as part of, or parallel to, the amendment of the General Plan to integrate the Reuse Plan. Local Reuse Authority Resolution No. 10-10 for adoption. Report by Reuse Project Director.
      Staff Recommendation: Hear report, take public testimony, adopt Local Reuse Authority Resolution No. 10-10.
