  3. CITY COUNCIL CONSENT ITEMS:
    1. Approving - the minutes from the meeting of February 24, March 10, and March 14, 2015. (No Fiscal Impact) Recommended by City Clerk.
    2. Awarding - a construction contract in the amount of $1,209,534 to Granite Rock Company of San Jose; rejecting a bid protest submitted by Ghilotti Construction Company; and approving a Professional Services Agreement with Vali Cooper of Emeryville in the amount of $194,040 for construction management services for Project No. 2144 (Clayton Rd/Treat Blvd. Intersection Capacity Improvements); and authorizing the Mayor and City Manager to the agreements. (Measure J, Measure C & OSIP Funds) Recommended by the Director of Community and Economic Development. City Council Agenda April 7, 2015.
    3. Accepting - the improvements for Project No. 2267 (FY 2013-14 Slurry and Cape Seal Pavement Maintenance Project - Various Locations) constructed by Intermountain Slurry Seal, Inc. of Reno, Nevada; and directing the City Clerk to file a Notice of Completion. (Measure J Funds) Recommended by the Director of Community and Economic Development.
    4. Appropriating - funds from the Police Department's Operating Budget in the amount of $105,713.65 for the purchase of protective, ballistic vests for sworn members of the Police Department. (General Fund) Recommended by the Chief of Police.
    5. Awarding - 2015 Weed Abatement and V-Ditch Cleaning Maintenance Service Contract to Apex Grading, Inc. in the amount of $79,900. (General Fund) Recommended by the Director of Public Works.
    6. Approving - an amendment to the agreement with Hello Housing by increasing the payment limit of the contract for administration of the Housing Rehabilitation Loan and Grant Program from $49,000 to 54,000 for the period July 1, 2014 - June 30, 2015; and authorizing the City Manager to execute the amendment. (Federal Funds) Recommended by the Director of Community and Economic Development.
    7. Matter to set for Public Hearing - on Tuesday, April 28, 2015 at 6:30 p.m. in the Council Chamber - Consideration of the Draft 2015-16 Action Plan for Community Grant Funding from Community Development Block Grant Funds (CDBG) and Child Care Developer Fees. Recommended by the Director of Community and Economic Development.

    1. Consideration - of the appointment of four applicants to serve on the City's Concord Pavilion Community Outreach Committee for two-year terms ending February 28, 2017. (No Fiscal Impact) Report by Council Committee on Recreation, Cultural Affairs & Community Service.

      Staff Recommendation: Appoint four applicants to serve on the City's Concord Pavilion Community Outreach Committee for two-year terms ending February 28, 2017.
    2. Consideration - of the appointment of five applicants to serve on the City of Concord Measure Q Oversight Committee, two for two-year terms ending December 31, 2017 and three for four-year terms ending December 31, 2019. (No Fiscal Impact) Report by Council Committee on Policy, Development and Internal Operations.

      Staff Recommendation: Appoint five applicants to serve on the City of Concord Measure Q Oversight Committee, two for two-year terms ending December 31, 2017 and three for four-year terms ending December 31, 2019.
  5. CITY COUNCIL PUBLIC HEARING:
    1. Consideration - of the separation of the Community Services Commission (CSC) and the Concord Pleasant Hill Health Care District (CPHHCD) into two separate bodies, with the CSC consisting of seven (7) members and the CPHHCD consisting of five (5) members appointed by Concord and two (2) appointed by Pleasant Hill; approval of revisions to Policy and Procedure No. 89; and amendment to the Concord Municipal Code Title 2, Administration, Chapter 2.20, Boards, Commissions and Committees. Ordinance No. 15-3 for introduction. Report by Joelle Fockler, City Clerk.

      Staff Recommendation: Hear the report, take public testimony, approve the separation of the Community Services Commission and the Concord Pleasant Hill Health Care District into two separate bodies; approve revisions to Policy and Procedure No. 89; and introduce Ordinance No. 15-3 by reading of the title only and waiving further readings.
