    1. Approving - minutes for the meeting of August 23, 2011. (No Fiscal Impact) Recommended by the City Clerk.
    2. Accepting - the improvements for Project No. 2081 (Pave Loop Road at Camp Concord, Phases II/III), constructed by Don Garcia Paving & Excavating, Inc. of South Lake Tahoe; and directing the City Clerk to file a Notice of Completion (Funded by Measure WW & Parkland Funds). Recommended by City Engineer.
    3. Awarding - a construction contract in the amount of $2,379,597 to Bay Cities Paving & Grading, Inc. of Concord; rejecting a bid protest; waiving a minor bid defect; approving a Professional Services Agreement with Cole Management & Engineering, Inc. of Concord, in the amount of $111,519 for construction management services; and accepting a 2010/11 CalRecycle Rubberized Asphalt Concrete Grant in the amount of $238,500; and Appropriating the funding for Project No. 2188 (Concord Boulevard Pavement Rehabilitation - Sixth Street to Bailey Road). Resolution No. 11-63 for adoption. (Funded by CMA Grant, RAC Grant and Gas Tax). Recommended by City Engineer.
    4. Approving - a Contract Change Order with Chevron Energy Solutions Company in the amount of $901,829 and related budget transfers totaling $290,000 for various ESCO projects; and authorize the City Manager to execute the Agreement. (Measure WW Funds) Recommended by City Engineer.

  4. JOINT CITY COUNCIL /REDEVELOPMENT AGENCY CONSENT ITEMS:
    1. Approving - an agreement with HdL Coren & Cone in the amount of $19,500 to analyze the City's and Agency's property tax base and provide a variety of services including identifying and correcting any misallocation of property taxes, revenue analysis and recovery services within the City of Concord; and authorize the City Manager/Executive Director to execute the agreement. (General Funds) Recommended by Director of Finance.
