    1. Announcing - a recruitment to fill one opening on the City of Concord’s Measure Q Oversight Committee to fill an unscheduled vacancy for a term ending December 31, 2017, and set Friday, December 18, 2015 at 5 p.m. as the deadline for receipt of applications by the City Clerk. (No Fiscal Impact) Recommended by the City Clerk.


    CITY COUNCIL MATTERS

  3. CITY COUNCIL CONSENT ITEMS:
    1. Receiving - the Quarterly Treasurer’s Report for the period July 1 - September 30, 2015. (No Fiscal Impact) Recommended by the City Treasurer.
    2. Approving - the minutes from the meetings of October 27 and November 3, 2015. (No Fiscal Impact) Recommended by the City Clerk.
    3. Authorizing - the installation of All-Way STOP control at the intersection of Almond Avenue and Grant Street and finding such project categorically exempt under the California Environmental Quality Act (CEQA). (General Fund) Resolution 15-3521.2 for adoption. Recommended by the Director of Community and Economic Development.
    4. Approving - a professional services agreement with TJKM of Pleasanton in the not-to-exceed amount of $182,646 to provide project design and right-of-way certification services for the Downtown Concord Bicycle Lane Improvements Project, Project No. 2277; and authorize the City Manager to execute the Agreement. (Measure J & STIP Grant Funds) Recommended by the Director of Community and Economic Development.


    CITY COUNCIL SITTING AS THE LOCAL REUSE AUTHORITY

  4. LOCAL REUSE AUTHORITY CONSENT ITEM:
    1. Considering and approving - amendments to extend by three months the agreements to negotiate between (1) the City of Concord Local Reuse Authority and Catellus Development Corporation, and (2) the City of Concord Local Reuse Authority and Lennar Concord, LLC. Recommended by the Local Reuse Authority Executive Director.
