Towns that count on money from speeding tickets may have to kick some cash to the state. That's the premise of a new bill filed in the Legislature, which aims to regulate so-called "speed traps." A recent audit shows speeding tickets make up a large portion of the budget in some towns in the Baton Rouge area.
