The penalty phase of the Anthony Bell trial got under way in an East Baton Rouge courtroom Monday afternoon after being delayed earlier in the morning. The First Circuit Court of Appeal granted a stay after Bell's public defense lawyers asked a judge to give them two months to prepare for the penalty phase.
