Lawmakers are debating a bill that deals with the state's surplus cash. This is the second bill to deal with returning a surplus to taxpayers. While the first would only give lawmakers the option of doing so, this latest bill deals more specifically with the anticipated surplus and would send about $900 million back to Louisiana's taxpayers.
