The Capital Area Transit System in Baton Rouge could face a budget deficit because of high diesel prices. Last year the CATS budget was based on $2.40 a gallon, but now it is paying close to $3.70. At the current rate CATS officials are expecting an $800,000 deficit by the end of the year.
