There's a chance you could buy a scratch-off lottery ticket with no shot at winning. A man from Virginia sued that state's lottery after he bought a ticket for a game where the grand prize was already won. The Louisiana Lottery Corp. says it's got a state-of-the-art system to make sure all games are fair, but it's not perfect.
