An animal rights group is protesting the decision to kill all of the dogs and cats in the Tangipahoa Animal Shelter earlier this week. Parish officials say about half the animals were infected with a highly contagious virus, but members of the Humane Society of Louisiana say conditions at public shelters are often not acceptable.
