After Hurricane Katrina Baton Rouge experienced an overnight population explosion that has affected the Capital City in a number of ways. Baton Rouge is feeling the increase in residents with increases in rent, traffic and crime. Residents are dealing with a sharp rise in rent due to the soaring housing occupancy rate. Before Katrina, the occupancy rate was at 92 percent, compared to today's rate of 99 percent.
