One state lawmaker says testing prisoners for disease would save taxpayers money. Rep. Austin Badon says Louisiana spends thousands of dollars each year to treat prisoners with HIV, but according to some doctors the state could save money by spending it up front to test and prevent the disease, rather than treat it later.
