Second phase of Plan Baton Rouge begins. A team of a half-dozen planning firms, led by Boston-area firm Chan Krieger Sieniewicz, will draw a blueprint for filling in some of the gaps in the city’s core, such as additional housing; new amenities and transportation options; large-scale private developments that include retail, office and residential space; and incentives to put those investments in place.
